Sarah Cooper principally supports聽the Carter Center鈥檚 U.S.-based聽democracy聽programming. She has more than 15 years of experience in the international democracy and governance space. This includes a wide variety of聽field聽and headquarters-based roles聽at the聽National Democratic Institute for International Affairs. As a global聽elections聽expert,聽Cooper聽has supported nonpartisan citizen-led election observation work聽鈥斅爄ncluding parallel vote tabulations and electoral violence early warning efforts聽鈥斅爄n more than 20 countries. In the United States, she has provided high-level technical support to both the聽Montana Election Observation Initiative and Observe New Mexico Elections聽networks.聽She聽has also served as a consultant with the聽U.N.聽Department of Political Affairs, supporting the former Special Representative of the Secretary General to Somalia.聽Cooper聽is fluent in French and has consulted as a translator on technical elections publications. She holds a master鈥檚 degree in international affairs and international economics from the Johns Hopkins School of Advanced International Studies and a bachelor鈥檚 degree in international politics from Georgetown University鈥檚 Walsh School of Foreign Service.
