More than 50 Carter Center observers took part in what was the Center鈥檚 fourth observation mission in Guyana, reporting no major problems or irregularities. After five tense days of vote tallying, election officials announced that the opposition coalition had ousted the incumbents鈥攍eading to the country鈥檚 first regime change in 23 years.
